The Paducah Alliance of Neighbors (PAN) is accepting applications for its Heart of Paducah Homebuyer Program.
This program allows income-qualified, mortgage-ready families to purchase newly constructed homes at an affordable price. These homes will be built in the City of Paducah’s Southside area. The program welcomed five families into brand new homes in the Walter Jetton neighborhood this year, and PAN looks forward to identifying buyers for nine more new homes to be built in the City’s expanded Phase 1 revitalization area.
Available plans are for 2- to 4-bedroom homes between 1,000 to 1,400 square feet, depending on the family’s need and budget.
To qualify for the program, applicants will need to meet several qualifications:
- Have not owned a home in the past three years. (Exceptions for divorcees who do not retain ownership rights of marital home and substandard mobile homes.)
- Have no more than $50,000 in cash or similar assets.
- Have a credit score above the 680 range.
- Have a minimum household income in the $38,000 range without excessive debt to afford a mortgage of at least $80,000. Depending on home size, mortgages are typically in the $80,000 to $120,000 range.
- Have a household income at or below 80% of the HUD Area median income for McCracken County. The 2026 limits for various family sizes are listed in the program brochure.

Interested households are encouraged to submit applications by September 15, 2026. However, applications are accepted on an ongoing basis.
